HB 1243 - Protect Funding for Domestic Violence Shelters

The last few years the state has been balancing its budget by sweeping money from dedicated funds. One of these funds is the Domestic Violence Shelter and Service Fund which is used to help support facilities and programs to aid victims of domestic violence. The legislature has acted in the past to protect other funds from these sweeps and my bill HB1243 would do the same for this fund.

HB 1080 - Deny Licenses to Young Gang Members

Gang membership often starts young, and to help fight gangs we need penalties that will discourage young people from joining gangs. One activity that is very important to young people is the privilege to drive a car. Taking away a driver's license is a penalty that has some meaning to young people. I have sponsored HB1080 to take that privilege away from young people who are involved with gangs.

HB 916 - Medicaid Reimbursement for Neutron and Proton Therapy

Illinois is home to a unique type of cancer treatment called neutron therapy. This type of treatment has been offered at Fermilab near Batavia since 1976 and over 3000 patients have been treated. Northern Illinois University took over management of the facility in 2004, and last year proposed building a proton therapy center adjacent to the lab in the DuPage National Technology Park. Though treatments at these facilities are covered by most private insurance plans, they aren't covered by Medicaid. I've introduced HB916 to provide reimbursement for these treatments for Medicaid patients.

HB 334 - Treating Railroads as Boundaries for Annexation

Many suburbs began as railroad towns and are frequently still criss-crossed by tracks. Some of the railroad tracks remain unincorporated, which poses a problem for a city when it otherwise surrounds a small parcel of land. HB334 is designed to correct that problem.

HB 256 - TIF Incentives for Transit Oriented Development

Since 2001 I have been involved with the suburb-to-suburb commuter rail project known as the STAR line, and when I was mayor I served as co-chair of STAR line task force. One idea that came out of the task force was to allow municipalities to provide incentives for development around the future station areas that would complement the station. I sponsored HB256 to allow these kind of incentives.
