A Mass Transit Proposal

Next week the House will return to Springfield to take up the linked questions of mass transit, capital improvements, and whether casinos are the answer to any of this. As I posted a couple of months ago I have been working on an alternative idea to fund mass transit. I filed a bill incorporating those ideas two weeks ago as HB4185. A bullet point synopsis follows.

Mass Transit Still Unresolved

One of the big issues this year has been an attempt to address mass transit in northeastern Illinois. A funding crisis has been looming for some time, and it came into focus with the Auditor General's report in March. This morning I was at the John Noel DuPage Transit Discovery conference, and as expected the funding question was raised. The House Mass Transit Committee has a hearing scheduled for this coming Tuesday, and after this morning's meeting I wanted to get some funding thoughts out in advance of the hearing.

Senate Bills on the Move

Since the Illinois legislature has two houses, bills must pass both to be signed into law. I've commented on some of my bills as they've moved over to the Senate. I'm also moving some Senate bills as they com over to the House. I'll use this post to keep everyone updated on those bills as they pass the House.

HB 3766 - Clarifying Unlawful Video Recording

Even the best legislation can sometimes lead to unintended consequences. One example is the unauthorized video recording law passed a few years ago. This statute made it unlawful to record someone's image in their residence without their consent. HB 3766 clears up some confusion in the meaning of residence when applied to apartments.

HB 1391 & 1392 - Allow Counties to Collect Fees for Child Advocacy

In January I attended a breakfast with officials form Kane County to talk about issues they felt would be important for the state. One of those issues was a need to find funding sources for their Child Advocacy Center in Geneva. After the meeting I followed up with staff to get their ideas on the ways the county could fund the center. This resulted in a pair of bills HB1391 and HB1392.
